In a state with 40 million people, a county with 10 million people, (Los Angeles) I don't think you know what you are talking about. Certainly a canadian aftermarket exhaust is not CARB or EPA approved to give all of us clean air. Driving is a privelege, not a right. That privelege, should you abuse pollution laws, can indeed be revoked.
They are usually "filter/CAT back" systems for the 6.7L.

Interesting, but there is a little deception going on here.
I followed the link and read the article. There was nothing there about exhaust systems. You added that on your own in your link title. It appears that the 2 companies were fined because they did not secure the necessary paperwork for the 'engine parts' that they sold in California. Shame on them.
Again, I'm looking at DPF back exhaust systems. There is no effect on any pollution equipment as all that equipment is forward of the connection point. My (truck) exhaust will still smell just like roses.
If I buy in to your argument than I would always have to use Ford parts to replace any exhaust components that rust out. Which is not true.
Are you telling me that there are no after market exhaust systems sold in California ? I think not. The manufacturers just go thru a paperwork exercise to get 'certified'.
And just for laughs, I went to the 'find a local retailer' part of the Dynomax site and typed in 'Los Angeles'. It gave me back over 500 local retailers. So I think I can safely travel thru the great state of California without worries of having my truck confiscated.
