Atwood hot water heater produces excessive heat on propane

The side of the trailer above the water heater "box" is so hot you can't touch it by hand. I'm afraid it will discolor the area, or worst case, catch on fire. The water heater seems to be burning a nice flame and the exhaust baffling looks exactly like that of a neighboring camper with the same heater.

    I had to copy/paste the link to get it to work. Seems as my Suburban flame might be a bit high, probably more "roaring" than I should have.

    Yes, flame is blue with yellow tip, no roaring.

    What do you consider a 'nice flame'?

    Flame should be BLUE with tinges of YELLOW at tip.
    It should not ROAR

    Loosen screw on air shutter (slotted tube on burner tube) and slide it to achieve the proper, relatively quiet flame.
