Those look exactly like TE Solistrand butt splices available at electronic supply houses like DigiKey and Mouser. MY PERSONAL "GOT TO" SPLICE ! I like these splices because you can use inexpensive crimp tools and get good results.
There is trick to "tapping" a extra wire off of a "running wire. Start by choosing a butt splice on size over size. Twist the bared ends of the new wire with one of the bared ends of the running wire, insert into the butt splice and crimp. Add a piece of marine/dual wall heat shrink NOW before you forget !
Take a scrap piece of wire, bare one end, twist that with the other bared end of the running wire, insert into the butt splice and crimp. Cut of the scrap piece flush with splice, slide heat shrink over and heat.
