We use Charmin Basic, which is inexpensive, "Septic Safe", one ply, soft and strong. There is no need to buy RV paper, which is literally flushing your money down the toilet.
As others have said, use lots of water for the flush and before dumping be sure the black tank is full, even if you have to fill it with grey water from doing dishes.
Also, when you say that not everything empties when you dump - are you basing this on the gauges? If so then be aware that black tank gauges often lie, as the tank can be empty but the readout still shows something else. A tank flushing system is very useful for getting TP and other stuff that cling to the sensors off thereby not only flushing the tank better, but also keeping the sensors honest. Horst Probes are excellent replacement sensors.
Last but not least, I have had very good luck backflushing the tank with the Valterra Flush King. Using this properly will solve your issues.
