My feeling is that you're not using nearly enough water in the system.  Flushing at home is a totally different thing....you want LOTS of water in an RV.  Although the preferred method, we don't necessarily wait until 2/3 full.  But.....we use lots of water in addition to the approx. 5 gallons initially with the black tank treatment - we use Odorlos.  We've gotten into the habit of whenever we're passing by, just press the lever for maybe a 10-count or so.  Whatever our last day is - say Sunday if we're only doing a weekend or long weekend, I really hit the water hard.  The gauges are near worthless, so do count on them for anything near accurate.  Water and LOTS of it!  If you don't have a built in tank flush, suggest you look into something like the Tornado, which we put in our HTT.  Also strongly suggest a clear fitting if you don't already have one.  Then you can SEE what's happening.  If you know for sure that x amount should be in the tank, but only a small amount drains, then you need to backflush, add more water, whatever.  After dumping and before we move an inch, I add a fresh dose of Odorlos and about 5 gallons of water.  Never, never let your black tank sit dry.  TP??  The cheapest single ply we can find.  Not the time to think about soft and fluffy, you want it to dissolve asap.
The one time we do skip a dumping is if we're on a longer trip and we can use one driving day to slosh and then dump the next. Obviously, on a single night we don't dump each time....usually 3 - 4 day or maybe 5 tops.
