I'll bet none would follow along for miles at 5 miles an hour instead of just violating the yellow lines and sweeping on past at a somewhat safe location.
Sometimes you gotta use a little common sense.
Apples and oranges. If you cross the yellow line while passing an obstruction it's not a problem provided you yield to any oncoming traffic.
Actually, PA has a law that you must allow 4' clearance while passing a bicycle. In this instance, the bicycle could be considered an obstruction and the law in such case is-

3301. Driving on right side of roadway.
(a) General rule.--Upon all roadways of sufficient width, a vehicle shall be driven upon the right half of the roadway except as follows:
(1) When overtaking and passing another vehicle proceeding in the same direction where permitted by the rules governing such movement.
(2) When an obstruction exists making it necessary to drive to the left of the center of the roadway, provided the driver yields the right-of-way to all vehicles traveling in the proper direction upon the unobstructed portion of the roadway within such distance as to constitute a hazard.
This thread falls into the same category when someone complains about getting a speeding ticket. One simple question. "Were you speeding?" Or in this case, "Did you cross the yellow line without needing to do so to avoid an obstacle?"
