Duramax with 130k on it is not a lot of miles. Being an emergency vehicle, it was pretty much for sure maintained on schedule.
Just make sure it doesn't have like 10,000hours on it. That's roughly equivalent of about 400k miles at normal driving, albeit mostly no load idling.
The rest of the truck should have a lot of life left in it.
Normal driving it would have 3500-4000hours.
Emissions issues could be costly, regardless of hours, but deleting is an option if you don't have emission testing.
As far as swapping on a pickup bed, it should be a direct bolt up. I don't think GM made a GMT 900 true chassis cab with straight frame rails in back.
