Ya,that's just crazy..Our little town has the same policy but it is rarely enforced..Our neighbors house burnt down a couple years ago and it's on a large lot..They asked the city if they could use the RV until the house was rebuilt and the answer was No.. Everyone told them not to ask,just do it,but they did and was refused...
My dad lived in a gated community in Boise and was real sick and asked me to come down and help him..He talked to the community people and they said fine, even though it is against Boise ordinances but the police rarely go in that gated community..So I took my Lance TC and parked in the street in front of there house with blocks under the tires to be level..Slept/Showered and everything in the TC on the street and was never ever questioned by anyone for my time there.
The key is enforcement,some cities do and others don't.
