I stopped at the Grants Pass Walmart several years ago. I drove in late expecting to stay but the parking lot had numerous signs prohibiting overnight parking. I checked with the Walmart manager and was told that the Walmart policy was to allow overnight stays but the city passed an ordinance. I was also told there would be no issue staying. The Walmart parking lot allows public access but is still private property. The police cannot enforce traffic violations in the lot let alone overnight parking restrictions. They have no authority to enter the lot. They cannot knock on doors or ask anyone to leave. We stayed with no issues. In fact the City of Grants Pass cannot take any action against an RV owner parking overnight. They can only hold Walmart accountable.
