City code is long way from criminal laws, so not everybody really consider that law to obey.
It is like getting a building permit for replacing house water heater.
The code says you should do it, but not too many consider that a law.
Now to change the code, you have to gather a number of voters to bring it on next City Councils meeting and with strong voices you might have a chance to change it.
Next step would be gather your neighbours and vote for spreading city cash reserves between citizens.
