Again the streets are public. Residents have no special rights for the use of the streets or for parking. Now it is true that the communities can prohibit or restrict parking but the same rules apply to all. A "family stay" is irrelevant. If permits are issued then anyone can obtain a permit whether or not they are a resident or a family member.
Again, its been working for decades in some California communities and as far as I know only property owners can obtain those permits.
Law enforcement is tricky thing.
Few months ago all Las Vegas pedestrian overpasses were home to tens of beggars. Some time ago the vanish from the Strip, although still plenty of them at freeway exits.
Is there a law against sitting on pedestrian overpass?
City did find a way to keep the business running and tourist coming regardless thousands homeless people taking over some commercial streets.
