For me the code is quite clear. There is definition of campsite and there is clear code forbidding camping on public property.
I think city has different way to force Walmart to restrict camping and regardless public, or private land, all states have the law that considers vehicle sitting for more than 72 hr an abounded vehicle and act accordingly.
