Even my old 12V Cummins would start down to at least -5. Mine didn't even use the intake heater that Rams got. The new Cummins 6.7's at work...we don't even bother to plug them in. They pop right off even at -15, even the one with 170,000 miles, ~6100 hours, and a bad intake heater. The MaxxForce DT I drive also starts right up even at -10.
