Don't forget that the water cooling on your 6.7 is for the electronics, and not the center section/bearing. It isn't a true water cooled turbo, and for cooldown purposes isn't really any different than your 98 12V. The HE351VE does have a little more mass to it, so it's slower to heat but that also makes it slower to cool.
Yeah EB on will not allow EGTs to drop, but above 180° the ecm generally kills the EB even in the on position.
