Side observation, it is amazing how Houston is cleaned up just 10 days after hurricane. Looks like everything was pressure-washed and new flowers planted.
If you mean downtown Houston precisely, it's a bit expensive for Walmart and a big parking lot. I can't think of where a WalMart is close to downtown, maybe south beyond The Texas Medical Center.
