That was probably the Chambers County Rest Area. There is another nice one at the Texas/Louisiana border on I-10. The state has been upgrading the rest areas the last couple years.
The biggest hurricane effect downtown was flooded underground parking garages. Maybe some flooding around North Main at Buffalo Bayou.
