Are you sure this has anything to do with travel trailers and fifth wheel trailers? The "Bridge Law" seldom comes into play with such light loads.
If you have say 10K on the back of a SW truck, 245 tires as I do, you are about 500 lbs over weight! per the bridge laws! While generally speaking as you note, most of us frankly are way the heck too light to really have to worry about the actual weight laws that need to be followed.
Reality is, for MOST rv'rs it is are you under your paid for license, licensed per your states laws, Along with driving in a safe and sane manner. You will not be having any issues.
From my experience getting pulled over by CVEO's in rigs under 26K total, the chances of any of us getting an overweight ticket is slim and none. Granted ALL of the rigs are commercial in nature, from the classes taught by CVEO's, such as wadcutter, most of us need not worry about weight. Some of the other things, like stopping, the trailer swaying more than IIRC 12" side to side, battery voltage for the primary battery that operates the e-brakes if the trailer gets loose. Will the trailer hold the truck while taking off in low gear from a start, pulling ebrake cord, again, locking the trailer wheels and holding the truck from moving. You need to pass these field tests to continue moving if the CVEO wants to have fun with you! THESE are ALL put on your driving record as moving violations. An overweight ticket is not a moving violation!
