The 2016 Rams can no be ordered with a "Cold Weather Group" that includes the block cord and cover. Not sure if the truck is shipped to certain areas if it is standard or if you still need to order the group.

ALL duramax's come with block heater. have since introduction.
And depending on where it is shipped it may or may not come std with the radiator cover. However, the cover is a no cost option when you order.
BTW, my 2004 and 2105 both came with a cover as std. with the initial delivery being portland oregon area. Like we need a cover!
Block heater cord is wrapped up and somewhat hidden.
