If you are asking me, no I was responding to the OP who asked if anyone else had a Cougar.

I have a '14 35' Cougar. I actually heated it up from 28 degrees to 70 this weekend. It took a couple hours to get it up to 50 then I realized that I had 2 of the roof vents partially open. Since heat rises it was just going out the roof rather heating the trailer. Once I shut the vents it heated much quicker but I would not call it fast.

Our 30000 btu furnace is at the very rear of the trailer and has only 3 floor ducts. The bedroom duct runs under the floor for 25 feet so at 28 degrees that is a long distance in a barely heated under floor area. Even with the artic package I think trying to heat a TT in windy 28 degrees is a lot to ask. We also used an electric space heater for the night and was very comfortable with the furnace cycling about every 20 minutes.

I would say it's Not Normal.

But, it might be a poorly designed Travel Trailer.

Can you take it to , or possible just talk to on the phone, a different dealer?

How cold is it outside? This will matter if your insulation value is not that great.
What is the temp of the hot air coming out of the vents? If it is only blowing "luke-warm" air then it will take longer than if the burner is functioning properly with nice toasty air.
Ducts leaking is an easy check.

Mine is 27 foot and 35K heater and in 27 degrees it only runs for a few minutes before it kicks off when set at 68-70 degrees. The only difference is mine is well insulated.

When I got my rig, the living room was pretty warm, but the bedroom was very cool. I put a cooking thermometer in each register. All of them were blowing out at 95-100 degrees. The bedroom was at 60. My duct work to the bedroom had come loose. It was a simple fix.

I have an older 2003 Cougar 5th wheeler {28 foot}. Here in mid Tenn,
last week, it was at 15 degrees over night almost every night.
the factory heater brings the temp. from about 60 degrees to a warm
72 in around 25 minutes.
The fifth wheeler doesn't keep the temps constant, too much air leaks.
You have air duct troubles. Do you FEEL the heat from all the outlets???

If you are having trouble from 44 degrees, then there has to be something wrong. As mentioned, time to start poking around yourself. A troubleshooting guide for your furnace might be of help. Which Keystone model no. is it?

You could try contacting the factory, but don't know how good Keystone is at helping owners directly. Perhaps you could talk to a local independent RV repair shop and get their opinion? I would send the dealer a complaint in writing and copy it to Keystone for their records.
