There are a lot of ways to do this job. The way i would do it is to use 3M 5200 which will bond and seal the diamond plate at the same time. Just sand and solvent clean the area to be bonded. Although not required you can install "chicken fasteners" in the corners if you are worried about peeling. From what you described there is no load in that area the plate is to just cover a hole.
