A tailgate hitting a hitch ball is a very unusual situation. I towed several hundred RVs while I was doing RV transport, the tallest ones were Desert Fox Toy Haulers, so I had to adjust my ball higher, and it was never any where near the truck tailgate.
JUst out of being curious to see your situation, can you share a photo of your truck and trailer hooked up?
For a storage solution, I'd be hesitant to drill in to the frame of the trailer.
