As a rule of thumb, I try to put heavy things like canned goods low and lighter things like chips up high to keep the center of gravity as low as possible. I try to keep most of the weight forward of the trailer wheels. A trailer with too much weight aft of the rear wheels can be unstable. Anything breakable gets padded. I usually get a case of sodas and pack it around the stuff in the fridge to keep things from shifting.
