Hi Bill001. The quick answer is yes, you can spend long winter periods of full water systems in certain TCs, in prolonged periods 20*F or colder. I have been doing this for years and have written extensivly on this matter. But, you are going to find that this is not the only thing you will need to deal with. Humidity, frozen food, cold in the overhead cab area and the list goes on. Without knowing what camper you have decided on, I am not able to give you too much guidance. Also, most have not spent prolonged periods in their TCs, so they are not aware of the serious issues that will occur, that you MUST deal with, if this is what you are chosing to do.
If you were to ask more specific questions I will be happy to provide some of my experiences in my continuing adventures living in a truck camper. I am currently spending the summer in the northern rockies and do not have access to internet on a frequent basis, so I will try to check in when I can.
But yes, you can do what you are planning, but are you prepared to spend a lot of money and work to accomplish what you intend to do? If so, you better get a move on, as there is a lot to do before the end of September when the snow starts falling with regularity.
