^ Well, every setup is different and you found what works for yours.
Without knowing what truck, camper, type of tire wear and/or loaded axle weights, it's hard to understand what caused the tire wear or how lowering the rear of the truck a little corrected it.
The good part is you recognized it and corrected it.
FWIW, yes keeping a good amount of load on the factory rear suspension and supplementing with the bags to account for overload is generally the right approach.
