I don't think you need any mud flaps for you truck- you have a ton of wheel well sitting over and around those tires. I would save the money. If you are interested in keeping mud, ice and snow off the truck you might add a small set of flaps on the front as the tires might throw a small amount on the truck when the wheels are turned,,,
For sure you can get by with a drop shank hitch. As a rule of thumb I don't use a weight distributing hitch until I am hauling something over 10k #'s off the bumper. 400 #'s of pin weight will do nothing to that truck but improve the ride.
