With sufficient tires he will be fine. I have carried a lot more weight than an 820 on a 1/2 ton LWB setup with overloads and rated tires.
Breaking the law - Give me a break! No one has been stopped or weighed on the side of the road carrying a camper when the truck and camper looks normal traveling down the road.
Now if his rear bumper was throwing sparks while traveling - different story!
