Most RVs are shipped with the max # of breakers allowed in an RV subpanel, so adding a breaker is most likely not code compliant either...
It sounds like it's easier to run the wire from the WH outlet than back to wherever the panel box is.
Either way, you have 30 amps coming in to work with, the only way around that is by running a separate cord like Dutch does.
Unless the OP has a 50a connection, then it would make sense to add another breaker on the opposite leg from the WH.
