Agreed, adding a breaker is less non-compliant than adding an outlet to the WH circuit. My point was that any reference to the code is kind of a joke if you look at how these things are wired....
For the OP, if he only has 30a service in the RV, he may very well trip the main with the WH and toaster oven on at the same time depending on what else is running, so the discussion about same/separate circuit may be moot anyway.
