Odd payload numbers on the 2017 F350 DRW vs. 2016 F350 DRW

When your starting point is 14,000 GVW done for licensing purpose and the truck gets lighter, you have more of "paper" cargo capacity.
But did the lighter weigh come from lighter frame only, or lighter suspension as well?
