Three hundred pounds of husband added to 5311 is 5611, and if the (28-gal.) gas tank was full that's another 200-plus pounds for a total of 5811 or so. The weight of the tow package (hitch etc.) could easily make up the difference for the total of 5900 pounds you see at the scales.
Dunno what you're towing, but 1300 pounds of payload left over after husband, fuel, and hitch are accounted for ain't that bad at all...It's just you, your stuff, and the trailer hitch, right?
There's me, our daughter, eventually another child, and two dogs (together they weigh 75 pounds), and I think our stuff we would put in the trailer. I wonder if I should start another thread on what the max weight of trailer we would be wise to get would be...
I never even thought of the fuel... I'll bet he did just put in darn near a full tank of gas!

I still think 1300 pounds still available for you, the kids, the dogs, and trailer tongue is pretty good. Might even have room for a couple of bicycles in the back of the truck. If you really want to get the best possible idea, pile the whole fandamily (dogs, bikes, and all) in the truck and head back to the scales for another weigh-in. Then you'll really know what you're up against, since most of what's left over can be dedicated to tongue weight.
Per your max trailer weight: T'other figure that should be on your door panel is Gross Combined Weight Rating- "GCWR". That's the very maximum weight that the trailer/truck combo and all contents can weigh.
