The 3 center lights indicate a width of over 80" the 2 outer lights indicate the corners of the wider load.
There is also a height requirement IIRC, along with, you could special order them as an extra. Sometimes in the past, a camper special would have them also, as this would be required due to the overall width assuming a bed camper was installed.
For some, I can see this as bling, others of us, a requirement depending upon HOW we are using the truck and trailer.

Yes, they could be ordered as an option. Say you wanted to tow a TT and be in compliance with the law. Some trucks came with them automatically if you ordered a towing pkg.
Either way there is a reason and a law that requires them! Although it is seldom if ever enforced.
