Question for those with the Progressive hardwired surge?

if that is the case, I should leave the jumper in for the 15 second time delay.. and then when I get to camp, take it out for the 136 seconds..this way the dealer doesn't have to wait? im not sure if I have this right.. if I pull the jumper, then I have to wait 136 seconds for the camper to powerup?
another dumb question, will the display lights work with the breaker off? or do I have to turn on breaker in order for that remote to work? I guess im not sure if that progressive box is live while the breaker is off?
