Being the problem is only effecting the panel and range hood light I would first check to see if one fuse (circuit) is feeding both items. If so make certain the fuse is good and plugged in well, and fuse does have 12 volts, all o.k.? then pull the panel (level W&P) and look for a disconnected wire, all o.k.? next check the wires that feed the hood. One, hood or panel, is fed before the other...you need to find out which is FIRST to determine the problem. Often you can go on line and possibly find a wiring diagram.
Converter or battery problems would black out all 12 volt items.
