Laws are different for every state but most say it's illegal to run the left lane if traffic is overtaking and trying to pass you. If you are overtaking and passing a slower vehicle you can be in the left lane. Common courtesy and Safety is what the majority use but there are always the exceptions who believe that, mwhile you aer passing a truck, it is ok to run up and cut in 5 ft ahead of your bumper to beat you to the next pee stop.
