My hard and fast rule is water DOES NOT get turned on until someone is in camper and is able to visually look at all faucets to confirm water isn't running.
I quit hooking up water directly to the city water inlet. I fill my fresh water tank and use my on-board pump (for many reasons not to mention here). Then, when the water pump is turned on, there has to be someone inside the camper. And yes, it's easy to leave a faucet on when the water pump is off or the city hose is disconnected. (Don't ask how I know).
