Medium duty trucks typically make less hp and torque than a 350/3500 and thats a lot to pull up a grade. The truck is capable of a much stiffer duty cycle of hard work, but to make that possible the power is detuned. If you didn't throw a code, I would guess the truck is running correctly. If it went into limp mode it would throw a code.
