UTCoyote, if that really is 190 volts in a unit that has a 30 amp panel, then there is something seriously wrong somewhere. If that high, then anything that is always connected to 120 volts like converter, fridge, microwave, etc. will be permanently damaged as would an AC unit if turned on. I would say take your meter inside your house and see what it reads there.
If you had a 50 amp service, an open neutral can cause a high voltage like that but in a 120 volt 30 amp service you'd read zero.
