It is at the fuel rack and mistakes or just plain cheating happens.
It is added at the rack by the delivery driver.
The rack is where the tanker loads, the tank farm has only base fuels ,they are tailored just before delivery - so mistakes can be imagined.
One jug instead of two per 10,000 etc etc
