Your 11000 lb trailer may have a 1100 lb hitch weight which leaves (est) 9900 lbs on the axles or 2475 lbs per tire.
Now actual tire engineers/experts like CapriRacer or Tireman9 in their recommendations say a 10-20 percent reserve capacity would be better on a trailer with close spaced axles.
Now your looking at a tire with 2700-2900 lb capacity which takes you out of the small 15" tire/wheel sizes.
Much depends on your trailers actual gross axle load which means actual scale weight.
IMO your in 16" wheel load range.
