If not being able to take the camper off is a problem for you, stay somewhere else.
I can understand some private campgrounds' hesitancy to allow campers off the truck. Not everyone is conscientious enough to lower the camper and/or support it beyond the jacks. It's a liability if the camper tips over because a jack sinks in the soft ground or collapses.
