I can understand some private campgrounds' hesitancy to allow campers off the truck. Not everyone is conscientious enough to lower the camper and/or support it beyond the jacks. It's a liability if the camper tips over because a jack sinks in the soft ground or collapses.
How exactly is it a liability? I'm sure that any privately run campground is requied to have insurance for every possible diaster imaginable in a campground environment. I'd be shocked if this was a premium driver.
