Yes I suppose the above could be misinterpreted (or sited by private park owners where it makes no difference cause its their park IMO) but code applies to live in, residential parks-nothing to do with camping.
I have run into county laws though that do specifically address off loading & camping (can't) but it generally only applies to private campgrounds.
At least in 13 years with the T/C I've only run into it twice and it was county codes sited.
