Note the the OP is in Nevada and CDL is for commercial not personal trailers. So try not to confuse people.
In many states we can haul 14k trailers with no issues for personal use. I've had several. Dump trailer and flatbeds for personal use.

You, Sir should check what you are typing about, or don't type at all.
As you can see, Nevada, just like California does require CDL for trailers above 10,000 lb.
