My 2005 2500HD CC 4X4 has a cargo rating of 2243 lbs. I'm surprise the 3500 would not be higher. My Wolf Creek empty weight is about the same as the camper you are interested in and my camper loaded weights 3000 lbs. I know I couldn't handle any more weight. I have 265X75 R16 E load tires , stableloads,Timbrens,and HD Blistein shocks on the truck.
I would say if in fact the cargo weight that the dealer said was shown in the glove box is correct you are probably in dually range.
All campers tend to be heavier than spec state.
As far as off road travel is concerned it is totally what each person considers to be off roading. Do you mean driving on dirt or gravel roads or do you mean traveling on 4X4 roads. If you are considering places like Canyonlands White Rim Trail country most people will be out of their element with that large a rig. Although I will say I have seen some fairly large rigs on that road.
