If you are dealing with PEX (plastic waterlines), yes you can remove the crimp on clamp and remove the old valve. You will need a tool to crimp the new clamp, there is an option that does not require any special tools to clamp the pipe. These are called Sharkbite fittings, they are simply a push on fitting and may be a better option for one off repair.
