I would like to add my experience as I tent-camp in Europe quite a bit.
That was 30 years ago, so times changed, but geography did not.
When Germany and northern countries in Europe are highly-developed and very urban, I did not consider them for camping in my trips.
Prime camping in Europe for years have been Greece. This is where Mediterranean Sea give you miles of nice beaches where you can camp for free and creek water, drinkable after boiling was available.
Italy and Spain are to follow. Obviously political situation lately sucks, so double check where you going.
Lot of European lately go for camping and scuba to Bosnia.
