As long as the hole doesn't contain any kind of wiring, I'd use steel wool. Mice, rats and other creepy crawlies won't eat steel wool.
Mice will eventually chew through expanding foam, given their will.

I use steel wool, and spray foam to hold it in place. The mice start chewing, but once they hit the steel wool they give up.
