The power wagon has an 8510# GVWR where the non-PW version of the RAM 2500 4x4 has a 10,000# GVWR, and less equipment. My 2014 Ram 2500/6.4L Hemi, crew cab, 4x4, 6.5' bed, Laramie (leather seats, power sunroof, etc etc) had about 3000# payload.
The Power Wagon's tow rating is much lower as well. It's a specialty rig made for off road.
The F150 Raptor has a low tow rating as well. Some F150s, when properly equipped, can tow over 13k.
Same goes for the Colorado ZR2. It only has a 5k tow rating where a regular Colorado can tow 7700#.
Pretty common in the industry.
