Quaility parts/materials and quality craftsmanship are sometimes two different problems, sometimes mutual or reciprocal.
Quality craftsmanship is often a decision at the worker (human) level. If a builder, fixer, maintainer, or craftsman takes pride in thier skills, knowledge and abilites, you will most likely receive a better quality deliverable with regards to the parts/materials available to complete that work.
A big part of the problem (IMO) is those decsioins to instill the "quailty work" mindset and environment by the workforce ledership is not there, and this could be for the reasons stated earlier: the impact on profitablity isn't felt to the degree that it is imortant enough and thier brand continues to be untarnished.
