It would have to be thick steel. My Jayco has metal wheel wells.
That said, the metal is so thin, it wouldn't make much of a difference if a tire does blow.
Yes, the tire's spinning belts may abrade the steel, even to the point of making a through hole but plastic just disintegrates and the woven fiber is certainly no match.
FWIW, when I rebuilt my Starcraft wheel wells (plastic), I used 12 gauge 303 steel, the same steel used in garbage trucks and armored Humvees. I figured that would be a good adversary against a spinning radial belt. I have the same steel in a welding bench I built and the darn stuff is near impervious to abuse.
